Peran Leadership Dalam Perumusan Dan Implementasi Kebijakan Publik Serta Implikasinya Terhadap Masyarakat Di Kabupaten Badung

Abstract

Leadership holds a strategic position in determining the direction of public policy and the quality of local government governance. As a hub of economic and tourism activity in Bali, Badung Regency faces demands to produce policies that are responsive, adaptive, collaborative, and oriented toward the public interest. This study aims to analyze the role of leadership in the formulation and implementation of public policy, as well as its implications for the community in Badung Regency. The research employs a qualitative approach with a case study design. Data were collected through semi-structured interviews, non-participant observation, and document analysis, involving informants from local government, the community, and relevant stakeholders. Data analysis was conducted thematically through data condensation, data display, interpretation, and conclusion drawing; data validity was reinforced through source and technique triangulation as well as member checking. The results indicate that leadership plays a role in steering the development agenda, fostering collaboration among stakeholders, driving bureaucratic reform and digital transformation, and strengthening the orientation toward public service and the creation of public value. However, leadership effectiveness remains influenced by bureaucratic capacity, cross-sector coordination, resource availability, and local interest dynamics. The study concludes that public leadership in Badung must be understood as a strategic and relational process that links the development vision with policy implementation and benefits for the community.
