To improve the quality of education and strengthen students' character, the Indonesian government implemented the Full Day School (FDS) policy as stipulated in Permendikbud No. 23 of 2017. This study refers to public policy theory and Ki Hajar Dewantara's educational philosophy, which emphasizes a holistic approach encompassing cognitive, affective, and psychomotor aspects. The method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation. Informants consisted of the principal, teachers, students, and parents at SD Negeri 3 Penarukan who were selected purposively. Data analysis was carried out through data reduction, data presentation, and drawing conclusions, with data validity guaranteed through triangulation, member checking, and dependability assessment. The results showed that the FDS policy had a positive impact on improving intracurricular learning, such as material deepening, discipline, and academic achievement. On the other hand, students were more active in extracurricular activities and had the opportunity to develop talents and social skills. However, this policy also has negative impacts such as physical exhaustion, limited rest time, and reduced social interaction outside of school.
