The waste problem is one of the negative impacts of the rapid development in Bali Province. The rapid development in Bali is accompanied by an increase in population, which also impacts the volume of waste produced. The increase in waste volume is not commensurate with the facilities and infrastructure for waste management. The implementation of Tri Hita Karana-based waste management is as expected to create the Bali Clean Waste Movement in accordance with Governor's Circular Letter Number 09 of 2025. This is also one of the implementations of the Nangun Sat Kerthi Loka Bali program through Planned Universal Development towards a New Era of Bali. Source-based waste management through the Tri Hita Karana-based model is implemented at the traditional village and banjar levels through a model called SAKTI: Aware, Manage, Orderly, and Integrative. SAKTI is not a stand-alone program, but rather a way to connect government regulations, the power of traditional villages, ngayah customs, the role of families, and simple waste processing technology. Tri Hita Karana-based waste management is the right approach for Bali because it touches the spiritual, social, and ecological dimensions simultaneously. From the Parahyangan aspect, maintaining cleanliness is part of maintaining holiness and a form of devotion to God. From the perspective of Pawongan, waste management is a shared responsibility to ensure a healthy, orderly, and harmonious social life. From the perspective of Palemahan, waste must be managed to ensure the sustainability of Bali's natural environment as a source of life.
