Waste management has become a major challenge in Bali Province in achieving sustainable development and high-quality tourism. Although the provincial government has introduced several source-based waste management policies, their implementation continues to face obstacles, including limited community participation, inadequate infrastructure, and weak coordination among stakeholders. As a traditional institution with strong social legitimacy, desa adat (customary villages) has strategic potential to strengthen waste governance through the implementation of awig-awig, pararem, and the local wisdom values of Tri Hita Karana. This study aims to analyze the role of desa adat in waste management in Bali, identify the factors influencing the effectiveness of strengthening customary village institutions, and formulate strategies to enhance their role in achieving sustainable waste management. This research employed a mixed-methods approach using a sequential explanatory design. Quantitative data were collected through a survey involving 200 respondents selected using proportional random sampling, while qualitative data were obtained through in-depth interviews, observations, Focus Group Discussions (FGDs), and document analysis. Data were analyzed using descriptive statistics, multiple linear regression, and qualitative analysis based on the Miles, Huberman, and Saldaña model. The findings indicate that strengthening customary village institutions has a positive and significant effect on waste management effectiveness (β = 0.421; p < 0.001), followed by community participation (β = 0.337; p = 0.002), local wisdom implementation (β = 0.284; p = 0.011), and government support (β = 0.215; p = 0.027). The Adjusted R² value of 0.71 indicates that these variables explain 71% of the variation in waste management effectiveness. The study concludes that strengthening desa adat through a local wisdom-based collaborative governance approach is an effective strategy for promoting sustainable waste management in Bali.
