The realization of the Bali New Era Vision 2125 is confronted with multidimensional challenges, including technological disruption, globalization, cultural degradation, demographic transition, and the institutional complexity arising from the coexistence of modern public administration and Desa Adat as self-governing communities. These challenges require an adaptive governance framework capable of integrating formal governmental institutions with indigenous governance systems in a sustainable manner. This study aims to develop a collaborative governance model to support the implementation of the Bali Long-Term Development Framework (2025–2125). The research employs a qualitative approach using a conceptual research design based on an extensive literature review. Data were collected from statutory regulations, public policy documents, scholarly literature, and theoretical perspectives on collaborative governance, dynamic governance, public administration, and culture-based development. The data were analyzed through qualitative content analysis and conceptual synthesis to integrate theoretical insights with the institutional context of Bali. The study proposes the Bali Padma Bhuwana 2125 Collaborative Governance Model, which comprises four interrelated pillars: (1) a collaborative institutional structure strengthening the synergy among the regional government, the Majelis Desa Adat, and Desa Adat; (2) dynamic governance capabilities through thinking ahead, thinking again, and thinking across; (3) digital integration and circular economy supported by administrative digitalization, strengthening of community-owned economic institutions, and collective intellectual property protection; and (4) social capital enhancement through trust building, shared long-term vision, and incremental policy achievements (small wins). The proposed model offers an adaptive and culturally grounded governance framework to strengthen sustainable public administration and support Bali's transformation into a globally recognized center of civilization founded upon the values of Tri Hita Karana and Sad Kerthi by 2125.
