This study aims to analyze the leadership strategies implemented by the Village Head of Perean Kangin in mobilizing community participation to realize a Tourism Village. Active community participation is a key factor in developing a sustainable tourism village. The research method used is qualitative with a case study approach. Data collection techniques include participatory observation, in-depth interviews with the Village Head, village officials, BUMDes management, tourism awareness groups (Pokdarwis), and community members, as well as document studies. Data were analyzed interactively through data reduction, data presentation, and drawing conclusions. The results of the study indicate that the leadership strategy of the Village Head of Perean Kangin is transformational-participatory, manifested through: (1) building a collective vision of “Perean Kangin Towards a Tourism Village Based on Local Wisdom,” (2) applying open and dialogical communication in every planning, (3) empowering Institution-based through strengthening the role of BUMDes and Pokdarwis, (4) exemplary actions and commitment, as well as (5) a non-material recognition (reward) system for citizen contributions. This strategy successfully fostered a sense of ownership, mobilized local resources (labor, ideas, materials), and changed the mindset of residents from being objects to being subjects of development. The implication of this leadership is the consolidation of various local potentials such as subak, metirta rituals, traditional architecture, and arts into cultural tourism packages managed collectively. It is concluded that the effectiveness of mobilizing citizen participation highly depends on leadership that can build trust, empower, and internalize the development vision into collective action. This study recommends the need to document and replicate this leadership model as well as to strengthen institutional capacity for the sustainability of tourist villages.
