Abstract

Implementasi Outcome-Based Education (OBE) menuntut sistem assessment yang mampu mengukur ketercapaian capaian pembelajaran secara valid, objektif, dan berkelanjutan. Namun, kualitas sistem assessment pada pendidikan tinggi masih menghadapi tantangan, seperti variasi rubrik penilaian, mekanisme feedback yang belum optimal, dan belum optimalnya pemanfaatan hasil assessment dalam Continuous Quality Improvement (CQI). Penelitian ini bertujuan mengevaluasi kualitas sistem assessment pembelajaran berbasis OBE pada Program Studi Teknik Industri Universitas Mahendradatta menggunakan kerangka Quality Function Deployment (QFD). Penelitian menggunakan pendekatan kualitatif evaluatif dengan desain studi kasus. Data dikumpulkan melalui wawancara, observasi, studi dokumentasi, dan Focus Group Discussion (FGD), kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña. Kerangka House of Quality (HoQ) dimanfaatkan sebagai alat analisis konseptual untuk menerjemahkan Voice of Customer menjadi Technical Requirements. Hasil penelitian mengidentifikasi enam kebutuhan utama pemangku kepentingan dan tujuh strategi teknis perbaikan. Prioritas utama meliputi penyusunan Pedoman Assessment Program Studi, standardisasi rubrik penilaian, penyelarasan assessment dengan CPL dan CPMK, serta penguatan mekanisme feedback. Penelitian ini menunjukkan bahwa QFD dapat diadaptasi sebagai kerangka evaluasi kualitatif yang sistematis untuk mendukung peningkatan kualitas sistem assessment berbasis OBE dan implementasi Continuous Quality Improvement di pendidikan tinggi.
